There's a place in central Iowa the bombs missed.

Before the war it was one of those "troubled teen" facilities — the kind with a euphemism for a name, a fence, and a reputation the neighbors didn't ask too many questions about. After the balloon went up, the people it was built to contain took it for themselves. They run it now: a community of neurodivergent survivors governing themselves by a code carved over the gate. No One's Slave. No One's Master. Population: Whatever.

I've spent the last while building out their corner of the Twilight: 2000 world, and today I'm releasing it for free. The Sanctuary at Millbrook is a complete setting and campaign for Twilight: 2000, 1st Edition.

It's a community that works — three winters into the collapse, fed and defended and intact — which turns out to be the most dangerous thing it could possibly be. Three powers are closing on its valley at once. A corrupt civilian government that wants the land. A starving, book-quoting warlord who wants the grain. And a fascist movement that wants the people, because Millbrook was purpose-built, decades before the war, to become one of their camps — and they've just been activated. A dead courier in the woodlot, a recovered enemy document, and two spies wearing friendly faces are about to turn a quiet survival into an open fight.

What's in it:

The Sanctuary itself — fully detailed, with a cast you can run from the first session: the coordinator who holds it together, the nonspeaking agriculturalist who has never missed, the one-eyed soldier who chose this family, and the rest.

A living region of fifteen surrounding settlements, each rolled up and keyed to a real central-Iowa map, and each with its own emergency — plague towns, sealed towns, lifeboats, and a corridor of communities falling one by one to a method you'll learn to recognize.
Three converging factions, plus the hidden assets already working inside the wire.

Two maps (the Sanctuary grounds and the regional picture), referee guidance, and central-Iowa encounter and rumor tables.

A campaign, underneath all of it, about institutions under stress and the people who hold them together past the point of reason.

It's written for 1st Edition, it's free, and it's yours to run, hack, and ignore as you see fit. If your table finds the Red Rock country, I'd love to hear how it goes.
